Improve the Swarm template

 + Improve the firewall configuration
   + Give better names to the rules
   + Open internal UDP traffic
   + Simplify the http rule configuration
 + Automatically create subnetworks
 + Support Different machine types for workers/manager
 + Support Preemptible workers
