Update plugin_list.md (#89)

* Update plugin_list.md

Add Debug Plugin to list; There is no release so this has been excluded and a warning has been added instead.

Update Denoiser Plugin to include minimum required denoiser files for function.

* Make version numbers consistent

* Improve installation instructions for denoiser plugin
