opentofu-kubernetes: save state file in artifacts

• Save state file as an artifact at the end of the Apply stage regardless of stage status, i.e., in always block of post section.
• Use copyArtifacts to copy the state file to workspace in the beginning of Plan stage.
• Add note about Copy Artifact plugin dependency to Prerequisites ... section
