[FEATURE] Don't shutdown clusters if the brain disconnects

Currently all clusters shutdown if the brain disconnects. This would be a problem, especially on larger bots. There should be a way for the clusters to remain open until the brain comes back, and then for the brain to detect already open clusters. Perhaps storing relevant info on the Server will allow for this (a get_open_clusters command on server that the brain can call).
