Remove usage of set-output from our GitHub Actions workflow

GitHub has deprecated the set-output command per:
https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/

This updates the GitHub Actions workflow to use the newly preferred
method to set the output for a job's step.
