Why does the PLY file contain the attribute rot?

In Scaffold-GS, the rotation quaternion of neural Gaussians is produced by the MLP. So why are there four rot values in the PLY file? The PLY file should store the attributes of explicitly represented anchor points, but isn’t rot supposed to be a property of the neural Gaussians decoded from the anchors?
