dfour storage plugin and dfour-sync

Currently we are testing a custom Frictionless storage extension called frictionless-dfour to make reading from and writing to the platform easier from both python and via the command line. For details on how to use this head over to the frictionless-dfour repository.

Built on top of this we also are testing dfour-sync, a GitHub action to synchronise files in a folder inside a GitHub repository with workspaces automatically (via the GitHub action triggers like push, pull request, manual etc.). For examples head over to dfour-sync or the example repository to see it in action.
