blockquote: there is always a warning

No matter how long the blockquote is a11ychecker returns a warning:

The "blockquote" tag should not be used just for indentation
Blockquotes tags are for long-form quotes, and should not be used to indent paragraphs.
```
I use newest a11ychecker release inside wxiki. But I guess it would be a general problem.
