HDL can be generated for `isLike`

We have assertBitVector for which we generate HDL, and that uses isLike# in simulation. It seems to me the implementation from assertBitVector can just be copied to also generate HDL for isLike#.

For bonus points, assertBitVector could be split so it uses the new isLike# primitive instead of including the implementation itself. Issue #3121 is strongly related. With the mentioned assertWith, assertBitVector would just become assertWith isLike#.
