What is need of value field in CollisionDescriptor type?

I write custom Collision detector and I am wondering why is needed to fill value in CollisionDescriptor type? I mean - isn't enough to have items correctly ordered? I am of the opinion that code on the frontend should be as simple as possible and I have the impression that this unnecessarily clutters up the code with complex logic.
