Add an -E option for setting the global default encoding

Sometimes I need to work purely in ASCII, but Ruby >= 1.9 uses UTF-8 by default. It would be handy if ripl supported the -E option which sets Encoding.default_external and Encoding.default_internal.

Is it common enough that ruby -E enc -S ripl isn't quick enough? Also, are you aware you can add custom options with a plugin? Basically the plugin would just add to Ripl::Runner::OPTIONS and OPTIONS_ARR and extend #parse_options. For an example plugin that changes options i.e. translates them, see ripl-i18n.

I'm not too interested in adding another core option unless there's more user interest.

Given that ruby 2.0.0 has switched to UTF8 for files, I think an -E option would become common. I could make a plugin, but this is something so basic a plugin might be overkill.

Actually, you might want to move the -f option out into ripl-irb.
