Using "AND" instead of "OR" in declared field

I thought there was an open issue regarding ClearlyDefined distinguishing between when to use "AND" and when to use "OR" between two or more license options but not seeing it.

These "ANDs" are incorrect. (Also not sure why the deprecated "GPL-2.0" SPDX ID is showing up here.)

The README says it is OR, which is picked up for that file but not carried over into the declared field.

The correct declared license here is "BSD-3-Clause OR GPL-2.0-only."
