cmake compatibility issues --cannot build on arch linux

@ #7402 does work on my machine and fix the issues. But thorough testing should be made.

I fixed this issue: simply update in all CmakeLists.txt (ALL files. eg 3rdparty too) files from cmake_minimum_required( VERSION 3.0.0) to more never version eg cmake_minimum_required( VERSION 3.11.0) that worked for me. may need write to
simple py/bash script to do this

and remove all cmake_policy(SET CMP0053 OLD) from all files too

I tried this on Arch and it's working fine
