+Replaced the previously non-functional Jest setup with [Vitest](https://vitest.dev/). Jest had never been properly installed or configured in the `website/` directory, and the codebase's use of ES modules (`"type": "module"`) made Jest incompatible without significant Babel configuration. Vitest handles ESM natively and integrates with the existing Vite/esbuild toolchain.

This was necessary for migrating the JavaScript tests from Jest to Vitest ([related issue #177](https://github.com/clhenrick/am-i-rent-stabilized/issues/177)).

+Fixed a bug where the tenants rights modal's trigger button remained visible and operable even when no local TR groups were found for a searched address, resulting in an empty modal when the trigger button was clicked. The button now starts hidden and is only shown when results exist. Stale modal content is also cleared when app state resets.

 Uses the existing Handlebars templates with EleventyJS to SSR the site's HTML pages rather than CSR them as was previously the case. This cuts down on the amount of client side JavaScript necessary to render the site and removes the need to fetch the JSON locales when toggling to a non-default language.
