Documenting Reasons for Missing Climate Data in Climsoft

Sometimes, climate data that are missing in Climsoft do not exist at all - for example, data were never collected due to reasons such as absence of observer at the station.
It is important that the information that the data are unavailable is recorded and made available for future data users or staff, so that they do not waste valuable time searching for non-existent data during data rescue initiatives.
Is it possible for Climsoft to be enhanced to capture and store this kind of metadata? If not, how do you suggest reasons for missing data are stored?
