Dashboard UIDs change after dittybopper restarts

When dittybopper pods restart, dashboard UIDs can change, which can break bookmarks. It's a very minor annoyance, but I feel the dashboard UIDs should be consistent across restarts, even if they are a ("magic") constant value.

My simple idea right now is to generate a unique UID for each dashboard as a one-time task, and hard-code as a "magic value" constant.

I have an environment now where my open tabs for each dashboard don't persist across node reboots and is kind of annoying.
