Federalist docs should not contain confusing Federalist application implementation details. The "For Developers" section of the site should be a separate site?

• Change made live via deploy of x.federalist.18f.gov
• Change made live via deploy of federalist.18f.gov

After evaluating, edit this part:

Implementation outline (if higher than "low" effort):

• clone this repo for an operator site
• remove/filter developer docs from this site and put it on operator site
• on operator site gut out all non-documentation content
