tools headers UAPI: Sync linux/fs.h with the kernel sources

To pick the change in:

  7957d93 ("block: add ioctl to read the disk sequence number")

It adds a new ioctl, but we are still not using that to generate tables
for 'perf trace', so no changes in tooling.

This silences this perf build warning:
