Intermittent errors with the oc pipeline command

While creating pipelines, intermittently we are getting the following errors. Recreating the pipeline seem to fix it. But it happens very frequently in openshift 4.6 while executing "oc pipeline" command:

Copying tasks from tools
Error registering pipeline: Too many requests, please try again later.

Can you try running again with oc pipeline --debug?
