Jenkins is failing to deploy in eu-gb region for a new cluster

Using the eg-gb region and an empty resource group have followed the instructions to deploy a new tools and create a new cluster. However, jenkins will not successfully deploy. The following error occurs in the jenkins-deploy pod:

All other components are created, except for sonarqube which is in a pending status.
