Test upgrading CP4D components in-place

We need to see how well upgrading works for Cloud Pak software. We should at least test the following:

1. Update version of CP4D component on cluster
2. Update cluster version (e.g. 4.10 to 4.12) and upgrade CP4D content to matching versions
