submit JSON media types for IANA registration

It would be valuable to have the following CloudEvents JSON media types submitted for IANA registration (https://datatracker.ietf.org/doc/html/draft-polli-rest-api-mediatypes#name-iana-considerations) if possible:

• application/cloudevents+json
• application/cloudevents-batch+json

Related: note that this was also recently done for AsyncAPI in the same spirit, so I'm happy to help with the proposal to IANA if needed.
