[WAF] Update open-ports-blocked-traffic.mdx (#17765)
SPM-2463 - Clarifies that the open ports may also be seen on vulnerability scanners. Some of these scanners are used for compliance matters so it's worth to reassure customers of our compliance. --------- Co-authored-by: Pedro Sousa <[email protected]>

In general, Cloudflare makes available several different products on [Cloudflare IPs](https://www.cloudflare.com/ips), so you can expect tools like Netcat and security scanners to report these non-standard ports as open in specific conditions.
