[D1] Bulk import examples with REST APIs (#17825)

* Initializing new tutorial for importing to D1 using REST APIs.

* Clarifying name.

* Starting partial tutorial for generating a new API token for D1.

* Adding content into the tutorial.

* Adding final code and the running step.

* Changing the example table name to avoid UI quirk where the table is invisible.

* Fixing broken link.

* add finished code
