Remove Security Level as available option for Skip action in WAF custom rules

What changes are you suggesting?

Option to skip Security Level disappeared when configuring custom rules, so the docs should be updated. Also docs should provide alternative way to bypass Security Level check if necessary.

You can skip Security Level again in custom rules (the option is back).
