Cache status missing for all plans except ENT #28896

when following this https://developers.cloudflare.com/waf/rate-limiting-rules/create-zone-dashboard/ customers keep asking why cache status checkbox is not showing to them. Tested this in my own account and this is only showing for ENT domains. We need to add a note there.
