Concourse deploy pipeline

We need to provide a simplified deployment pipeline that demonstrates how we can deploy all Abacus components.

Old pipeline (deleted with 3539bc1) was:

• untested
• using service instances we now no longer support
• complex
• using own tooling and concepts instead of cf CLI substitution variables and manifests directly

All Abacus apps now have manifests that support substitution variables as a prerequisite for the new pipeline.
