Respect $LC_MESSAGES

We recently revived a issue on a project related to an end user having $LC_MESSAGES set but this library returned the language of $LC_ALL.
Our issue: jesseduffield/lazydocker#183

It would be nice if this library used $LC_MESSAGES in-staid of us hacking it inside the project.

Hey @mjarkk this repository isn't maintained anymore. If you're actively using it and need it, feel free to fork it and use it according to the license. You shouldn't expect any active commits to projects inside the cloudfoundry-attic org - that's where old CF open source projects go that are "sunset".
