mTLS for NATS to Syslog

Recent versions of CF BOSH use mTLS for BOSH agent to director NATS communication.   The fork here https://github.com/aleliaert/nats_to_syslog has a fix for `nats_to_syslog` , we should probably include it here in the blobs and also offer job parameters for the mTLS cert.
