Jammy stemcell pipeline failing for azure #459

I think this broke the pipeline: https://bosh.ci.cloudfoundry.org/teams/stemcell/pipelines/stemcells-ubuntu-jammy/jobs/build-azure-hyperv/builds/466 The new packages are not part of the expected ones. I will provide fix shortly.
