transfer: cf-volume-services-acceptance-test to Volume Services

For a historical reason that no-one can remeber, the cloudfoundry/cf-volume-services-acceptance-tests
repo was under the "App Runtime Platform" working group. This PR
transfers it to the Services working group, which we think makes sense
for today because it's run as part of the volume services CI, and not as
part of any App Runtime Platform CI.
