refactor: internal/syslog tests (#553)

Refactors frequently flaking `internal/syslog` tests with the hope that
they flake less now.

This refactor removes most of the TLS test coverage related to minimum
TLS versions and cipher suites. They seem unnecessary since this package
already uses `code.cloudfoundry.org/tlsconfig` for TLS configuration.
