Add inline SVG helper/shortcode

It would be great to have an easy way to inline SVGs in templates. @tylersticka , I know you've been working on a module to handle this. When that's ready to go I'd love to add that here.

I have, and I agree! I'll even assign myself.

The hold-up has been that I think I may have over-engineered the module I was working on. I wanted to take a step back so I could more objectively find ways to simplify it.
