Configure Issue Templates to prevent the opening of documentation Issues in this repo

We're seeing users opening Issues in this repo that pertain to the documentation (e.g.  #370 and #362 ).
Documentation Issues should be opened in the top-level repo. An issue template or alternative mechanism would guide users, explaining that this repo contains only a downstream copy and is not the right place for corrections.
