Update CONTRLLER_RUNTIME

The CONTROLLER_RUNTIME variable is not being properly updating the version as it was revealed here https://github.com/cloudnative-pg/plugin-barman-cloud/pull/658/files#diff-76ed074a9305c04054cdebb9e9aad2d818052b07091de1f20cad0bbac34ffb52L162
We should use Renovate to update the version and keep that updated.
