Freeze all accounts of a player #127
Description
An option to freeze all accounts of a player (instead of freezing them one by one).
Perhaps also prevent players from creating new accounts if all of their current accounts are frozen (with configurable enable/disable option and bypass permission).
Needs to work together with Vault account freezing as per #126.
