User Story

As an Org/Plugin Admin I want to know who brought in and maintains a PluginDefinition

Description

We want to propagate labels from Catalog to PluginDefinition:
We currently use the propagation triggered with the annotation greenhouse.sap/propagate-labels: "label-a,label-b" on Secrets and PluginPresets.
We want to use the same mechanism on Catalogs.

Acceptance Criteria

• greenhouse.sap/propagate-labels: "label-a,label-b" on a Catalog resources results in labels label-a=value-a, label-b=value-b on the PluginDefinition
