docs: add public roadmap with battle-hardened release path

- Restructured version strategy: v1.10-v1.16 + v2.0
- Added Mnemonic Core phases (v1.11-v1.13): Will, Temperature, Protection, Resonance
- API Freeze moved to v1.15 (Mirror)
- Professional English language for public consumption
- Commercial content extracted to internal docs
- OQL updated to SCIL-first design (declarative intent over procedural chaining)
