.NET 6 not compatible with 2.15.0

On .NET 6 runtime, building Facil projects on 2.15.0 fails because it can't find the GeneratedCodeUtils namespace. .NET 6 is not supported any longer, so I don't expect a fix for this, but it probably shouldn't show as a valid TFM.

• Upgrading global.json to 8.0 fixes it.
• Downgrading Facil to 2.14.0 fixes it.

(Unfortunately, it's a bit hard for me to use the repro, since I don't have the DB, so I can't regenerate.)
