Add Custom LLM Option to GitLens Commit recommendations settings

It would be really useful to be able to send the data and prompts to a local LLM instead of requiring a key for a commercial third-party.

This would be especially useful for Enterprise clients that need to worry about data security and can't trust sending data to a third-party.
