Migration of Geant4 branches to Geant4 11.3.ref09

A new reference version of Geant4 is available: https://cernbox.cern.ch/s/IwpO2eVqOgpqf5T

This version should be tested in CMSSW. For that it should be used in GEANT4, G4VECGEOM, and G4ADEPT branches.
The previous version 11.3.ref07 has been tested and is not needed when 11.3.ref09 will be installed.

There is a change in library list in this new version: processes sub-library is split to process_core and process_hadronic.

We need special IB for 2016 low-pileup data analysis.

Our geant4core.xml currently lists <lib name="G4processes"/>.
Do you want me to keep using G4processes in the XML (relying on the backward-compatible interface target), or update it to explicitly list both G4processes_core and G4processes_hadronic?

For reference, G4processes is still defined as an interface target: here.

@akritkbehera , due to existence of this line inside cmake may be we change nothing in CMS xml file hoping that the build will work? It would be useful to change geant4core.xml when we will fully migrate to Geant4 11.4, which may happen next year not now.

I built without making any changes to the geant4core.xml file, but I’m seeing some errors during the build. I’m looking into it.
