Add web front end and migrate backend to postgres from sqlite3

This issue was recorded before the holidays to capture the idea that we want to move the DB to Postgres. This came to a head first week of January as I startd work on the web front-end the architechture of which necessitated a DB that could handle multiple component interacting with it.

Hi @harshitdixit14 thanks for your interest but this is a (possibly interim) CNCF-internal project and it doesn't make sense to volunteer to work on this for reasons too numerous to get into here.

Find a project, find their community pages, attend meetings regularly, keep listening and then put your hand up to take on a small but useful change. And keep doing that.
