Create native Linux packages

I want to have it simple to install this project
so that I can use it more easily.

This project is a library that contains a stand-alone CLI. Thus I would like to have native DEB and RPMs. They should be built on PRs to main, for releases and for every commit of main itself.

Update: We now have a shared account in OBS: https://build.opensuse.org/project/show/home:cobbler-project.

Depending on the desired structure we can create automated packages there.

Automation is possible with a little help from my side for the account webhooks.

I think this issue can be closed as completed, given there already is a specfile in the project which appears to be fine.

Nope due to the missing native Debian packages this has to stay open.
