mmaprototype: extract shedStore logic into rebalanceStore method

Extract the shedStore immediately invoked function expression (IIFE) into
a standalone rebalanceStore method on *rebalanceState. Move sheddingStore
type definition to top level. The method now has a clean signature with
rs as receiver and takes store, ctx, localStoreID, and now as parameters.
