roachtest: skip test_eager_association_loading_with_cascaded_three_levels_by_ping_pong

The test CascadedEagerLoadingTest#test_eager_association_loading_with_cascaded_three_levels_by_ping_pong
has been flaky in the ActiveRecord test suite. Adding it to the ignore list
to prevent test failures.
