testdata: rm example_replica_placement

It seems to mostly smoke test that the ReplicaPlacement is
factored out correctly into ranges. We could add this as a
unit test, but once we start using ReplicaPlacement for actual
tests, we always print the resulting state, so we'll get this
for free later.
