Informing ZNC admin(s) when there is a connectivity problem with Palaver API #58
Description
IPv6 configuration, missing CA bundles can be a source of problems of connectivity to the Palaver API (and others). We should make these errors more discoverable, perhaps informing a ZNC admin of the problem or the respective user. Need to be weary to 1) not spam the user (i-e, 100 messages that notification couldn't be sent in short period) and 2) not leak any internal details of the setup the the user if they are not an admin.
