Add project licence to Readme

Like with the previous, I would be fine with having a GPL v3.0 licence.

Also, when I edit the licence section on the main mod page, should it be titled LICENCE.md and not just LICENCE?

The filename should have an extension such as txt or md and since I prefer it more to have the license in markdown whenever possible the filename should be LICENSE.md
