feature: add discover command for language detection and configuration updates

- Introduced a new `discover` command to scan specified paths for programming languages.
- Updates `.codacy/tools-configs/languages-config.yaml` with detected languages and modifies `codacy.yaml` to enable relevant tools.
- Added error handling for path validation and improved user feedback on configuration changes.
- Enhanced tool and language mapping for better detection accuracy.
