403 Forbidden when using "Update Data" function

Describe the bug
Cannot proceed with import process when using "Update Data" functionality.
This endpoint fails with 403 Forbidden and an error is displayed in the UI: /tables/35/csv-manual-import/

To Reproduce
Steps to reproduce the behavior:

1. Login with user or admin user (please check my test users below if it's a role issue)
2. Ensure a table exists or create a new one
3. Click "Update Data" in left menu ("Actualizare date")
4. Select your table from step 2, upload a CSV, click Continue
5. Configure column correspondence ("Selectează corespondența între coloane")
6. Click "Continue"

Expected behavior
CSV file is imported and a status with succesful and error rows is displayed.
